The scheme would see the transformation of a 7.25 hectare plot west of Hulbert Road, to the north of B&Q in Purbrook Way, Leigh Park.

The developer, Trustees of the GHM Jackson 1972 Settlement, have included 36 affordable homes in the proposal.

If granted permission, the developer would include a new footpath along the west side of Hulbert Road, linking up to Dunsbury Park and down Asda and B&Q.

A ‘green corridor’ along the site's western boundary, adjacent to the A3(M) would include a trial and natural play or exercise facilities, the outline plan proposal said.

The document said: 'By working with the existing characteristics of the site, including the strong natural boundaries, and adding new features such as acoustic attenuation and enhanced

planting/landscaping, there is an opportunity to provide up to 120 new homes in a scenic and attractive setting, close to existing services and facilities.

‘The creation of a new footpath linking to facilities to the south of the site will also provide significant health and sustainability benefits

for residents, who will be able to walk to, from and around the site.’

Medics running the South Eastern Hampshire Clinical Commissioning Group have requested the developer pays £19,200 toward the group to pay for any increase in GP registrations.

Sara Tiller, managing director of the CCG said the new homes would affect Vine Medical Group, Park Lane Medical Centre and Crookhorn Lane Surgery.

In a letter, she said: ‘It is likely that Vine Medical Group will be the preferred practice for new patient registrations due to their close proximity to the development.

‘Therefore we request that funding be made available from developer contributions to enable those practices impacted, to make suitable building (adaptations) to facilitate this growth.’

The outline planning application was validated by Havant Borough Council in August.

No details have been submitted on the size of the houses or flats.

Highways England said construction work must be careful not to blow dust on the motorway next to the site.

Councillors will make a decision on the plans.
