League One sides could be restricted to a £2.5m wage ceiling for the 2020-21 campaign and limited to 22 senior players.
However, players under 21 will be exempt and chief executive Mark Catlin admitted that’s where the Blues may have to focus their recruitment if there is a salary cap.
He said: ‘Although with under-21s exempt, we’ll have to focus heavily on the under-21 market – and will adapt our market accordingly.’
If that is the case then it’ll be crucial Pompey sign youngsters who will be ready for the demands of League One football.

1. Callum Morton - West Brom

2. Lewis Gibson - Everton
The centre-back joined Fleetwood in January and was a regular during their failed play-off bid, playing 14 games in total. Gibson, 20, is reportedly set to head out on loan against for the upcoming campaign. He’s a left-footed centre-half which would be ideal for Pompey and has represented England at under-20 level. 3. Alex Cochrane - Brighton
A player that readers have heard quite a bit about lately. The left-back is on Pompey’s radar and Brighton are keen to get him out on loan. He’s an England under-20 international who’s highly regarded at the Amex. Photo: Alex Burstow
