League One sides could be restricted to a £2.5m wage ceiling for the 2020-21 campaign and limited to 22 senior players.
However, players under 21 will be exempt and chief executive Mark Catlin admitted that’s where the Blues may have to focus their recruitment if there is a salary cap.
He said: ‘Although with under-21s exempt, we’ll have to focus heavily on the under-21 market – and will adapt our market accordingly.’
If that is the case then it’ll be crucial Pompey sign youngsters who will be ready for the demands of League One football.

9. George Tanner - unattached
The defender is a free agent after being released by Man United. Tanner, 20, impressed during the first half of the season on loan at Morecambe, leading Pompey to be linked with him in January. Tanner joined Salford and now finds himself a free agent this summer. Photo: Pete Norton

10. Nnamdi Ofoborh - Bournemouth
The midfielder has just helped Wycombe to League One promotion, having scored twice in 25 appearances. The Chairboys might be back in for the 20-year-old but if that’s not the case then a short trip down the M27 could interest Ofoborh. Photo: Nigel Keene

11. Haydon Roberts
The centre-back is another at the Seagulls who they have decent hopes for. Roberts, 18, is an England youth international and scored on his first-team debut against Aston Villa in the Carabao Cup in September. He isn’t the tallest but his a left-footer who’s comfortable on the ball. A similar profile to Ben White in many respects, he could soon head out for his first loan. Photo: Bryn Lennon

12. Ellis Simms - Everton
The striker struck eight times in 15 outings for the Toffees’ under-23s in Premier League 2 last term. The 18-year-old could provide decent back-up to Ellis Harrison and John Marquis. Photo: Harriet Lander
